Designed by colonial architect James Barnet and built in 1879 it is situated on a headland between Lighthouse Beach and Shelly Beach just north of the Richmond River mouth at Ballina. It is only 7 metres in height.

I guess it all depends on the size of the headland. There’s an even smaller one up north in Cooktown.
